No. 49 CFR 178.601 (g)(2) allows shippers to assemble packaging using inner containers that are different than those that were tested when certain conditions are met. This includes the type and amount of materials, amount and type of absorbent and cushioning, and more. When using variation packaging, the shipper must follow the manufacturer’s packing and closure instructions exactly. Failure to do so can result in fines and/or injury to property or persons.
